Retraining

A question was recently presented regarding Character retraining (feat retraining specifically)
There is a section in PHB II that outlines conditions and restrictions for changing Class Features, Feats, Languages, Skills, Spells, and Substitution Levels (p.193).

I believe the process of creating and developing your character is much like life its self. You make choices and decisions early on that affect you all through your life. In that respect, if you made a bad or misinformed decision when choosing a feature, feat, language, skills, spells, or level… That’s part of what makes up your character. In the interest of fairness, however, I will allow your character to perform a one (1) time feat retrain. Seeing how a few of you recently gained a level, this might be a good time to do it.

Bottom line is that as long as you can show that your character met the prerequisites for the desired feat at the time you selected the previous feat, it should be ok.
